Le crime perpétré contre Carlos Mérilus a fait un grand tollé en Haïti. Un dominicain le décapita à Santo Domingo sous le regard d'autres dominicains sans pitié. Dans leur indignation, les haïtiens ne cessent de critiquer la complicité de l'état dominicain et celle de la société dominicaine en général.
Le chef de la diplomatie haïtienne, Alrich Nicolas, a condamné ce crime tout en réclamant une enquête de la part des autorités dominicaines. L'embassade d'Haïti à Saint Domingue a aussi soumis une note de protestation au gouvernement de la république voisine.
De toute évidence, cet assassinat du 2 mai renforca l'inimitié des deux peuples. Le malaise qui existe entre eux représente, une fois de plus, un problème complexe et une menace grandissante pour les haïtiens.
On ne doit pas ignorer non plus que, de leur côté, les domicains croient être menacés par les haïtiens, les accusant à maintes fois d'être responsables de certains crimes commis là-bas. En effet, le meurtre de Carlos Mérilus fut une acte de représaille. On l'a accusé d'avoir tué Francisco de Leòn. Si réellement Mérilus était le meurtrier, seule la justice dominicaine avait l'autorité de le punir preuve à l'appui. Malheureusement, il est trop tard maintenant; les carottes sont déjà cuites.
Le problème délicat auquel fait face les deux républiques voisines exige la compétence et la bonne foi des autorités étatiques des deux côtés. Actuellement ces éléments ne sont pas évidents. En ce qui concerne le gouvernement de Michèle D. Pierre-Louis, les réactions médiatiques ne suffisent pas. De préférence, il faut -- désormais -- prioriser le problème avec toutes les ressources du ministère des affaires étrangères. Essentiellement, cette priorité doit mettre l'emphase sur la défense des haïtiens et les intérêts du gouvernement haïtien . Naturellement, cela requiert une stratégie bien structurée .... C'est faisable.
Certes, une solution concrète prendra du temps et le gouvernement en place ne sera pas en mesure de trouver une solution magique dans les deux ans qu'il reste à passer. Dans l'intervalle, il doit au moins poser les bases - prioriser sur la question.
Paralèllement, la société civile haïtienne doit s'engager aussi dans les démarches de solution en fonction de sa capacité. Mais attention! Contrairement aux dominicains, on doit surmonter la logique de violence et de représaille. Suivez plutôt le modèle du Groupe d'Appui aux Rapatriés et Réfugiés (GARR).

Hope for Roads' Restoration in Fond-des-Blancs

Jean and Joy Thomas of Haiti Christian Development Fund (HCDF), have been raising fund for a good cause. They plan to raise 50 thousand dollars to buy a bulldozzer in order to restore damaged roads in Fond-des-Blancs - a remote area in Haiti.
In the midst of a busy hurricane season in 2008, the country was ravaged by three hurricanes within a month. As a result, raods, bridges, and several other key infrastructures were seriously damaged in different parts of the country. By the same token, the loss was also heavy for thousands of families whose farms and houses were destroyed.
The government's response has been ineffective and has sparked a lot of criticisms and frustrations from the citizens who were dissatisfied with the way Haitian officials handled the crisis.
The Thomases don't rely on the officials to come to Fond-des-Blancs to repair the roads. Rather, they turn to church and ministry partners in the United States for help. So far, they've raised more than 35 thousand dollars.
In the meantime, Western Springs Baptist Church -- which is located about 15 miles west of downtown Chicago -- hosted a fundraising concert for the community of Fond-des-Blancs on May 9. The concert featured Karin Ursin, John Hunter, and Thelma Hunter. They respectively played flute/piccolo, clarinet and piano. Both Ursin and John Hunter used to be members of the Chicago Symphony Orchestra. Thelma Hunter currently serves on the board of the American Composers Forum...
During the pause that marked the end of the first half, several hushers were passing white construction hots to collect a freewill offering. The offering would combine later on with proceeds obtained from one of Thelma Hunter's albums at the end of the event.
In his remarks right before the offering, Jean Thomas expressed his gratefulness to the church staff and the audience.
In addition, he said to the attendees that the bulldozer means more than a piece of heavy duty machinery. "The hurricane season is approaching and we hope to collect all the money before it happens," he stated.
